About
Sea Change is a 501(c)3 non-profit Recovery Community Organization (RCO) and Harm Reduction Center (HRC) with a mission to crush the stigma of Substance Use Disorder (SUD) and what it means to be in recovery. We are for peers, by peers. While we are based in Southern Ocean County, we serve anyone seeking support. We provide our services at no cost, and we educate, organize, and advocate on behalf of anyone negatively impacted by substance use.
Recognizing the devastating effects of drug use and the lack of harm reduction services and peer-delivered interventions available in Ocean County, NJ, Sea Change RCO was founded in November 2020 by Elizabeth Burke Beaty. Elizabeth, a practicing Certified Peer Recovery Specialist, Harm Reductionist and Life Coach with 32 years of personal recovery, created Sea Change RCO to support those negatively impacted by drug use by normalizing harm reduction, engaging in participant-driven community education, collective organizing and advocacy, community-based research and knowledge-sharing, and ending the pervasive social challenge caused by stigma that hinders health-seeking behavior.
In 2023, Sea Change RCO became Ocean County’s first Harm Reduction Center, approved by the NJ Department of Health. All of our services are free and confidential. By integrating peer-delivered recovery support and harm reduction services, we aim to give those negatively impacted by substance use and their families the support they need to live healthier, independent, and fulfilling lives.
Our Vision
With intentional strategy and lived experience, we create greater health equity, human dignity, and mutual respect. By building power to de-stigmatize and end the devastating addiction and overdose crisis, we are pushing back on the “war on drugs” that has systematically stigmatized, criminalized, and isolated people with SUD.
Our Services
We are here to support you in your recovery journey and offer comprehensive services, including peer recovery support, harm reduction support, family support, community education, and health and social services referrals.
Sea Change RCO offers in-person and virtual services to anyone seeking them free of cost. Services are provided by request Monday through Friday between 9:30 a.m. and 4:30 p.m.

Calendar
Throughout the year, Sea Change RCO uses creative arts, sports competitions, and other means to educate community members about drug and alcohol dependence. These outreach events offer people in recovery and their friends and families the opportunity to demonstrate the strength of our community.
