Advocacy and Community Organizing

Sea Change is working to transform how communities understand substance use, harm reduction, and addiction. Launched in 2022, our advocacy and community organizing work has received support from the Rx Foundation and Popular Democracy.

Our mission is to shift public understanding toward a compassionate, health-centered approach—challenging stigma, misinformation, disinformation, and fear.

Through advocacy and community organizing, we work alongside people with lived experience, grassroots leaders, and partner organizations to build collective power and drive meaningful policy change at the local, state, and national levels.

We also advocate for the equitable, transparent, and effective use of opioid settlement funds, prioritizing communities most impacted by overdose, substance use disorder (SUD), punitive policies, and decades of disinvestment.

Our Approach

We center the leadership of people directly impacted by substance use disorder, building community, peer support, and collective power.

By connecting harm reduction–focused recovery centers with grassroots organizers, we work across states to:

  • Share best practices in policy and implementation
  • Strengthen communications and shift public narratives
  • Build compassionate, community-based support systems
  • Advance pathways toward full harm reduction

Our Goal

We bring together Harm Reduction Centers, Recovery Community Organizations, grassroots organizers, and people with lived experience to build collective power and advance evidence-based, compassionate solutions.

Building on our New Jersey–based model for normalizing harm reduction, we are expanding efforts nationwide to fight for:

  • Compassionate, accessible health care
  • Comprehensive harm reduction services
  • Community-centered use of opioid settlement funds

New Jersey opioid settlement accountability

$45 million was taken from our communities. We're watching — and fighting back.

In June 2025, New Jersey lawmakers redirected $45 million in opioid settlement funds away from evidence-based harm reduction, treatment, housing, and recovery support programs that save lives, allocating the money instead to four hospital systems with billion-dollar budgets.

This blood money was paid by the manufacturers, distributors, and pharmacies that caused the opioid crisis. It belongs to communities, not corporations. We launched 45MillionDollarWatch.org to expose this diversion, build public pressure, and demand accountability. The fight is ongoing and we need your voice.

3rd Annual National Roadmap for Opioid Settlement Funds – 2026

Discover the 2026 edition of the National Roadmap for Opioid Settlement Funds, backed by 237 organizational sign-ons nationwide.

This third annual report—A National Roadmap for Opioid Settlement Funds: Supporting Communities & Ending the Overdose Crisis—offers essential, evidence-based guidance for elected officials, government agencies, and community leaders responsible for investing opioid settlement funds.

Designed to support effective, equitable allocation, the Roadmap helps decision-makers maximize impact, strengthen communities, and advance solutions to end the overdose crisis.

Community Input

We want to hear from you! Take a minute to share your thoughts on how your town or county is handling its opioid settlement funds.

  • What are you seeing on the ground?
  • Are the funds being used in helpful ways, causing harm, or somewhere in between?
  • What’s working well, and what could be improved?

Your feedback is crucial for shaping equitable, effective investments that truly support recovery, harm reduction, and community well-being.

New Jersey Opioid Settlement Advocacy Group

Sea Change is a proud member of the New Jersey Opioid Settlement Advocacy Group (NJ OSAG), a peer-driven coalition that unites people directly impacted by the opioid crisis—including individuals with lived experience, stakeholder organizations, family members, and allies. Together, we advocate for the equitable, community-centered use of New Jersey’s opioid settlement funds.

NJOSAG Priorities:

  • Recovery housing
  • Transportation
  • Family support
  • Grassroots recovery initiatives
  • Harm reduction services
  • Employment and workforce pathways
  • Establishment of a statewide Office of Recovery

Why This Matters:
New Jersey’s opioid settlement funds—managed by DMHAS as the fiduciary agent—come from litigation settlements and are separate from traditional funding. These dollars must be directed toward equitable, impactful investments that reflect the real needs of communities most affected by the crisis.
